It therefore appeared to the Legislative Council appointed to have it that dangerous oils had for some time been brought into the Colony in sufficient quantities to make it desirable to regulate such traffic in the interests of public safety.
The Ordinance is altogether framed upon Statutes of the Imperial Parliament, those sections being adapted from the latest as well as from some of the earlier Acts, which it seemed to me necessary to call attention to the following points. By Section XXII the provisions of the Ordinance, so far as they are applicable, have been extended to Ordinances N° 1 of 1848, and N. 4 of 186y, which relate to the Manufacture, importation, and storage of Gunpowder, with the object of supplementing these
